Your best bet is probably a stock 5.0 from a '99 Explorer. Should be a near plug and play at that point. Takes care of everything from the cooling system to the exhaust. High side is too high. Not enough airflow through the condensor or undersized condensor. You can cheat it in the driveway by watering down the condensor. Once the high side comes down the low side should come down as well. Once the low side comes down the A/C will start cooling.
