I'm thinking of making my winter beater a turbo.
what would I need to make my 2.3, a turbo? do I need the whole motor or can I use my stock 2.3 the way it is and just slap the turbo system on?

I'm pretty sure the 2.3T engines had factory forged pistons, opposed to cast in the n/a form.
But, I have also heard that the Ranger's came with some of the best factory 2.3 heads.

Seems like you should wait till summer before putting turbos on the winter beater or you might be stranded?

I wouldn't do anything till spring. so the best option would be to use the turbo block with the ranger head and harness or do I need to use the turbo harness?

Easiest to get entire turbo motor from t-bird with harness and computer. It will require a little fab work because the t-bird uses a Vane air meter instead of a MAF. You will need to splice a few wires to mate the engine harness with the truck harness. I recommend you upgrade the fuel pump also to keep it in one piece.

People on EECtuning.org can talk you through the VAF to MAF conversion if you decide you want to standardize the intake using a MAF. But if the engine is to stay in stock form, it probably makes no difference.
